

Hal J. Singer, Ph.D., Managing Director and Principal
Hal J. Singer is Managing Director and Principal at Navigant Economics. His areas of economic expertise are antitrust, finance, and regulation. He is the co-author of the book Broadband in Europe: How Brussels Can Wire the Information Society (Kluwer/Springer Press 2005). He has also published scholarly articles in dozens of economics and legal journals, including American Economics Association Paper and Proceedings, Harvard Journal of Law and Technology, Journal of Industrial Economics, Journal of Network Industries, Journal of Regulatory Economics, Review of Network Economics, Topics in Economic Analysis and Policy, and Yale Journal on Regulation. Dr. Singer has served as Adjunct Professor at Georgetown University's McDonough School of Business.
Dr. Singer's scholarship and testimony has been widely cited by courts and by agencies. Administrative Law Judge Richard Sippel favorably cited his testimony in deciding whether Comcast discriminated against Tennis Channel on the basis of affiliation. In its August 2011 opinion in Behrend v. Comcast, the Third Circuit relied on his testimony in deciding whether the District Court properly satisfied Hydrogen's directions in determining that questions of fact or law common to class members predominate. In the Solicitor General's September 2008 amicus brief submitted to the Supreme Court in Pacific Bell v. linkLine, the first citation of authority was to his article on price squeezes. In several cases concerning class certification, the district court's order favorably cited Dr. Singer's testimony. In agency reports and orders, his testimony has been cited by the Federal Communications Commission, the Federal Trade Commission, and the Department of Justice.
Dr. Singer also writes policy papers on behalf of firms and trade associations. From 2008 through 2011, he wrote policy papers for, among others, American Bankers' Association, AT&T, Broadband for America, CTIA – The Wireless Association, the Fiber to the Home Council, the Medical Device Manufacturers' Association, Mobile Future, and Novartis.
Dr. Singer is a frequent speaker and editorial writer. His essays have appeared in several leading newspapers and magazines, including Antitrust, Forbes, The Economist's Voice, Harvard Business Review, Health Affairs, Milken Institute Review, Regulation, The Wall Street Journal, and The Washington Post. He was recently interviewed on Bloomberg TV.
Dr. Singer earned M.A. and Ph.D. degrees in economics from the Johns Hopkins University and a B.S. magna cum laude in economics from Tulane University.
